Our website contains links to third-party websites. We are not responsible for the content or privacy practices of those websites and encourage you to review their privacy policies before providing any Personal Data.

6. Web Analytics

Where we receive insights from TikTok for the purposes described in the Online Advertising section, we are joint controllers with TikTok in relation to TikTok’s processing of their social media data to provide those insights to us. 9. Children’s Data

Our website and services are not directed at children under the age of 18. We do not knowingly collect Personal Data from children under 18. If we become aware that we have collected Personal Data from a child under 18 without appropriate consent, we will take steps to delete that information as soon as practicable. Employment Applications

If you use this website to apply for employment with A*STAR, we also process Personal Data to:

V. Recipients of Personal Data

Subject to applicable laws, your Personal Data may be disclosed to:

  • The Singapore Economic Development Board (“EDB”)
  • Authorised service providers and contractors
  • Professional advisers (including auditors, consultants, and lawyers)
  • Third parties requesting employment references
  • Credit bureaus, debt collection agencies, or dispute resolution bodies
  • Business partners or transferees in corporate transactions
  • Government authorities and regulators where required by law
  • Any other party authorised by you or reasonably necessary for the purposes described above
  • Third-party advertising partners, agencies, media channels and advertising technology providers engaged to deliver and measure our online advertising campaigns, including the social media partners described in the Online Advertising section and providers identified through our cookie consent tool.
VI. Transfer of Personal Data Overseas

Your Personal Data may be transferred outside the jurisdiction in which you are located, including Singapore. In such cases, we will implement necessary measures (where required) to ensure compliance with Applicable Data Protection Laws (such as executing standard contractual clauses or obtaining compliance certificates). When transferring Personal Data outside of Singapore, we will take appropriate steps to ascertain that the foreign recipient organisation of the Personal Data is bound by legally enforceable obligations to provide the transferred Personal Data a standard of protection that is at least comparable to that provided under the Singapore Personal Data Protection Act 2012.

VII. Retention of Personal Data

We will take commercially reasonable efforts to ensure that the Personal Data in our possession or under our control is destroyed and/or anonymised as soon as it is reasonable to assume that (i) the purpose for which that Personal Data was collected is no longer being served by the retention of such Personal Data; and (ii) retention is no longer necessary for any other legal or business purposes.

VIII. Protection of Personal Data

We will take commercially reasonable efforts to take appropriate precautions and preventive measures to ensure that your Personal Data is adequately protected and secured. We will protect your Personal Data by making reasonable security arrangements to prevent unauthorised access, collection, use, disclosure, copying, modification, leakage, loss, damage, and/or alteration of your Personal Data. However, we cannot assume responsibility for any unauthorised use of your Personal Data by third parties which are wholly attributable to factors beyond our control.

IX. Your Rights

You have several data subject rights, subject to applicable laws, which can be exercised by contacting our data protection officer at the email address provided above. These rights include but are not limited to:

1. Withdrawal of Consent

You may withdraw consent at any time by notifying us via email. We will process your request within a reasonable time from such a request for withdrawal of consent being made, and will thereafter refrain from collecting, using and/or disclosing your Personal Data in the manner stated in your request.

Please note that as a result of such withdrawal, we may not be able to continue to provide products or services to you. This may result in a termination of our contractual relationship, but shall not affect the legal consequences arising from the withdrawal.

2. Access, Correction and Deletion

You may request access to, correction of, or deletion of your Personal Data.

3. Data Portability

You may request a copy of your Personal Data in a commonly used, machine-readable format.

4. Right to Object

You may object to processing based on legitimate interests, including profiling.

B. Information explicitly for users from the United Kingdom (UK), the European Union (EU) and the European Economic Area (EEA)

Your privacy is important to us. This section supplements our Privacy Statement and provides additional information on how A*STAR processes Personal Data where A*STAR acts as a data controller under the EU General Data Protection Regulation and the UK General Data Protection Regulation (together, the “GDPR”). It also explains how we comply with applicable electronic communications privacy laws, including the Privacy and Electronic Communications (EC Directive) Regulations 2003 (“PECR”), the EU ePrivacy Directive (Directive 2002/58/EC), and any applicable national implementing laws.

For the processing described in this section, A*STAR is the data controller unless we tell you otherwise. Where we work with advertising platforms or other third parties, they process Personal Data as our service providers, or as separate or joint controllers for their own purposes; you should also review their privacy and cookie information where you interact with them.

IV. Legal basis for data processing

We rely on the following lawful bases under the GDPR, depending on the processing activity. We process technically necessary cookies, log files, website security and service delivery data on the basis of Article 6(1)(f) GDPR (our legitimate interest in operating a secure and functional website), except where Applicable Data Protection Laws require consent for storing or accessing information on your device.

We rely on Article 6(1)(a) GDPR (consent) for non-essential cookies and similar technologies used for analytics, marketing, advertising, conversion measurement, audience segmentation and profiling, and for any electronic marketing where consent is required under PECR, the ePrivacy Directive or applicable national laws. We rely on Article 6(1)(b) GDPR where processing is necessary to respond to your request before entering into a contract, Article 6(1)(f) GDPR for responding to enquiries and improving our services where this does not override your rights, and Article 6(1)(c) GDPR where processing is necessary to comply with legal obligations. A*STAR does not use your Personal Data for solely automated decision-making, including profiling, that produces legal effects concerning you or similarly significantly affects you.

You can withdraw your consent at any time. Withdrawal does not affect the lawfulness of processing carried out prior to withdrawal.

You also have the right to lodge a complaint with a supervisory authority, particularly in the UK or EU Member State of your residence, place of work, or the location of the alleged infringement. The supervisory authority will inform you of the outcome of your complaint, including the possibility of judicial remedies under Article 78 GDPR.

VII. UK and EU Representatives

Where required by Applicable Data Protection Laws, A*STAR will appoint a representative in the UK and/or the EU in relation to the processing described in this section.

If appointed, you can contact the relevant representative, in addition to A*STAR, about matters relating to the processing of your Personal Data under this section.

VIII. International Data Transfers

Your Personal Data will be transferred to and processed in countries outside the EU/EEA and the UK. Such countries have different data protection laws.

Where international transfers occur, A*STAR ensures that appropriate safeguards are in place, including, where applicable, by relying on adequacy decisions or regulations for countries or organisations deemed to provide an adequate level of protection, standard contractual clauses approved by the European Commission, the UK International Data Transfer Agreement or UK Addendum to the European Commission’s standard contractual clauses, or other safeguards recognised under the GDPR, together with any supplementary measures required following a transfer risk assessment. IX. Data Retention

A*STAR retains Personal Data only for as long as is necessary for the purposes for which it was collected, including to provide our website and services, respond to enquiries, manage our relationship with you, comply with legal or regulatory obligations, resolve disputes, and enforce our rights. C. Information explicitly for users from the United States

A*STAR is a non-profit governmental entity, organized under the Ministry of Trade and Industry of Singapore. Therefore, most State consumer privacy laws in the United States do not apply to A*STAR. In other States, A*STAR does not reach the threshold for the applicability of such laws. That said, A*STAR will make reasonable efforts to offer you the rights as set forth in the Your rights section above upon reasonable request.

D. Information explicitly for users from Japan

We value your privacy. This section supplements A*STAR’s Privacy Statement (the “Statement”) and provides additional information on how A*STAR handles Personal Data where the Act on the Protection of Personal Information of Japan (“APPI”) applies.

II. Purpose of Use

A*STAR uses Personal Data within the scope set out in this Statement. The main purposes of use are as follows (as applicable depending on the context):

a) Handling enquiries, requests and complaints
To confirm and respond to enquiries, communicate with individuals, maintain records, perform identity verification where necessary, and conduct analysis for quality improvement.

b) Business operations and service provision
To operate and manage our business, communicate and provide information, carry out administrative procedures, manage transactions (including tendering, procurement, invoicing and payment), facilitate corporate transactions (including mergers, acquisitions and asset disposals), ensure compliance with internal policies, respond to audits, and conduct research and analysis.

c) Security, fraud prevention and legal compliance
To ensure the stable operation of websites and systems, maintain security (including processing of logs), prevent, detect and investigate misconduct, violations or criminal activities (including through IT security measures), manage access to premises and facilities, comply with applicable laws and regulations, and exercise or defend legal rights, including dispute resolution and litigation.

By submitting a reference letter, you represent that you have obtained the necessary consent from your referees for A*STAR to contact them.

f) Website analytics and improvement (including Google Analytics)
To understand how our website is used, perform statistical analysis, improve content and usability, and collect and transmit information through cookies and similar technologies in connection with analytics tools.

g) Advertising, communications and campaign optimisation
To carry out outreach and communications activities, and to measure and improve the effectiveness of campaigns. Where targeting technologies or measurement tools are used, A*STAR will take appropriate measures in accordance with applicable laws, including obtaining consent and providing required disclosures.

III. Types of Personal Data Collected

A*STAR may collect the following types of Personal Data:

  • Enquiry and form data: name, contact details and other information submitted through forms

  • Social media data: publicly available profile information, contact details and follower information on platforms such as LinkedIn (subject to the respective platform policies)
  • Web analytics data: information relating to website usage collected and transmitted via tools such as Google Analytics (including potential linkage using unique identifiers)
  • Recruitment data: application materials and information provided during recruitment, including employment history, education and references
IV. Provision to Third Parties

A*STAR may disclose Personal Data to its affiliates, service providers, professional advisers, and relevant authorities as necessary to achieve the purposes set out above.

Where APPI applies, Personal Data will be provided to third parties only with the individual’s consent or other lawful grounds, unless an exception under applicable law applies.

V. Transfers to Third Parties Outside Japan

Your Personal Data may be transferred to countries outside Japan. In such cases, A*STAR will take appropriate measures to ensure compliance with applicable laws and regulations.

Where Personal Data is transferred to a third party located outside Japan, A*STAR will generally ensure that the recipient has implemented measures corresponding to the eight principles of the OECD Privacy Guidelines. Where the recipient has not implemented all such measures, A*STAR will provide the individual with the information required under applicable law regarding the measures not implemented by the recipient, where necessary.

The same approach applies where Personal Data is transferred to external service providers located outside Japan, or jointly used with entities located outside Japan. The same approach also applies, where applicable, where Personally Referable Information is provided to a third party located outside Japan where it is contemplated that such information will be handled as Personal Data by the recipient.

However, Personal Data and Personally Referable Information may also be provided to recipients located in jurisdictions other than those listed above where, through contractual arrangements, internal rules, policies, or other appropriate and reasonable means, a framework has been established and is maintained to ensure the continuous implementation by the recipient of measures consistent with the intent of Chapter IV, Section 2 of the APPI, or where another legal basis or exception under applicable law applies.

VI. Management of Service Providers

A*STAR may outsource the handling of Personal Data to external service providers where necessary for business operations (e.g. system operation, web analytics).

In such cases, A*STAR will exercise necessary and appropriate supervision through contractual or other measures, including restrictions on use, control of subcontracting, security measures, and incident reporting requirements.

a) Use of Cookies
